Service Availability

In a continued effort to improve virtual development services, and in preparation for the gradual reopening of in-person services, the City of Los Angeles has implemented this centralized appointment system. This appointment system enables our customers to schedule appointments, either in-person or virtually, to help resolve complex issues for the departments and services listed in the table below when further assistance is necessary. The services currently available for appointment bookings are being phased in gradually to provide an optimal customer experience and are identified by green check marks. We will continue to offer the primary means to complete these virtual services without need for appointment as also shown in the table. We recommend that the primary means of applying for services without an appointment continue to be utilized as the first approach, and that the use of appointments be reserved for resolving complicated issues that would benefit from a meeting with a City representative.

Bureau of Engineering Certificate of Occupancy Clearance National Flood Insurance Program (NFIP) Certificate of Occupancy Clearance

Applicants should email Eng.NFIP@lacity.org to obtain a Certificate of Occupancy (CofO) Clearance BOE related to their LADBS project where the property is in a Federal Emergency Management Agency (FEMA) designated Flood Zone. Applicants may also be required to have flood insurance.

Applicants will be required to utilize a City approved private waste hauler who has obtained an AB 939 Compliance Permit (a.k.a. Waste Hauler Permit). Applicants should visit the Solid Resources Hauler and Facilities Portal to see a list of approved City of Los Angeles waste haulers or to apply to become a waste hauler. As part of the building permit review process, LASAN will confirm the Applicant's hauler is on the waste hauler list and provide LADBS with the hauler's permit number.

LA Sanitation and Environment LASAN - Media Center Permit Cannabis Permit Questions and/or Plan Check

Applicants must obtain a license from the California Department of Cannabis Control (including a Hazardous Waste Plan) and the City of Los Angeles, Department of Cannabis Regulation (license # should be included).  

Once these requirements are met, Applicants will be required to obtain and pay for an Industrial Wastewater Permit and comply with any other conditions and requirements. Please note, not all establishments will qualify for an Industrial Wastewater Permit.

Per LAMC 64.30, an Industrial Wastewater Permit must be filed with LASAN along with complete construction plumbing plans showing the wastewater discharge pipes, and pretreatment and sampling equipment, if needed, (i.e. clarifier, sample box.) for facilities with new constructions and receive a "plan check clearance". Existing facilities may include a site plan in place of a construction plumbing plan.

LAMC 64.30 states that industrial facilities and certain commercial facilities which plan to discharge industrial wastewater to the City's sewage collection and treatment system are required to first obtain an industrial wastewater permit. Specific requirements for Food Establishments can also be found in LAMC 64.30.C.1.l-Food Service Establishments.

All FSE documents shall be dropped-off at the Industrial Waste Management Division,  Fats, Oil and Grease (FOG) Plan Check Counter located at 2714 Media Center Drive, Los Angeles, CA 90065.

The Urban Forestry Division has a new online Customer Service Request (CSR) application which is designed to receive all inquiries and requests related to clearances for Dept. of City Planning and LADBS building permits. The Restaurant Beverage Program (RBP) provides authorization to sell and dispense alcoholic beverages for onsite consumption for restaurants that meet RBP requirements. Applicants submit their application for an RBP authorization through City Planning's Online Application System (OAS) portal under "Alcoholic Beverage and/or Entertainment," including uploading required documents:

The Restaurant & Small Business Express Program (RSBEP) helps facilitate the approval process for all restaurants and other small businesses such as retail shops, barbershops, nail salons, etc. The goal of the RSBEP is to make the permitting and inspection process more efficient, enabling new businesses to open on time and budget. The Program streamlines the approval process, providing assistance to business owners, their design and construction teams, enhancing the coordination in permitting, construction and inspection. Applicants wanting to discuss proposed materials for their project may schedule an appointment with LADBS staff. LADBS' Product Approval Test Lab approves alternate building materials or products that are at least equivalent to the materials prescribed in the code in terms of quality, effective time period of fire resistance, strength, effectiveness, durability, and safety. Los Angeles Department of Transportation Permit Dockless Mobility
LADOT may issue a permit on an annual basis to a qualified service provider (Provider) to operate a shared mobility device (Device) in the City. For purposes of this section, a "shared mobility device", as defined in CA Civil Code Section 2505, means an electrically motorized board, motorized scooter, electric bicycle, bicycle, or a similar personal transportation device. Operators interested in obtaining a Dockless Mobility Permit must complete a Dockless Mobility Annual Permit Application as well as meet all permit requirements (LAMC 71.29). Department of Cultural Affairs DCA-Department of Cultural Affairs Other Services Design Review of Major Development Projects

Applicants can start their application Form A-1 - Application for Design Approval of Minor Projects and review, if applicable, the Architectural Submission Materials Checklist.

The design of any public building, bridge, approach, fence, retaining wall, lamp, lamp post, or other similar structure proposed to be erected by or under the authority of the City upon any land or in any place belonging to or under the control of the City shall be adopted by any Board or Officer having charge, superintendence, or control of the design or construction thereof, unless such design shall have been first submitted to and approved by the Board of Cultural Affairs Commissioners by a majority vote thereof. 

Los Angeles Housing Department LAHD- One-Stop Service Center Clearance Summary Worksheet Tenant Habitability Plan

Los Angeles Department of Recreation and Parks RAP-221 N. Figueroa St. Suite 400 General/Other General Park Fee Questions Related to LAMC 12.33

Applicants should review the Recreation and Parks "Park Fees" webpage for information. Effective January 11, 2017, the Department of Recreation and Parks (RAP) will be responsible for calculating the required park fees owed by each residential development project, including subdivision projects, pursuant to LAMC 12.33.C.3 and issuing the fee calculation letters to applicants. RAP will also be responsible for calculating the required fees for vested projects that are not subject to a park fee pursuant to LAMC 12.33.C.3 but were subject to the Recreation and Park Fee provisions that were effective prior to January 11, 2017.

Recreation and Parks Fees are dictated by LAMC 12.33.C.3 (Parks Dedication and Fee Update, Ordinance 184,505) was passed by City Council on September 7, 2016 with an effective date of January 11, 2017. The ordinance requires most residential projects that create new dwelling units or joint living and work quarters to dedicate land or to pay a fee for the purpose of developing park and recreational facilities. Residential projects that propose one or more additional dwelling units will be subject to the new Park Fee unless they meet one of the exceptions listed in LAMC 12.33.C.3 (e.g. certain affordable housing units and secondary dwelling units may be exempt from any requirement to pay a fee).

Customers are required to upload their "Park Fee Calculation Letter" provided via email to the Customer prior to dropping off payment. Park Fee payments can only be made with a Cashier's or Certified Check. Park Fee check payments MUST be paid to the Department of Recreation and Parks.

Only one payment per appointment will be accepted. If a customer has multiple payments, each case will need a separate appointment.

Los Angeles Department of Recreation and Parks RAP-221 N. Figueroa St. Suite 400 Covenant and Agreements Covenant & Agreement Signatures

Applicants will be required to complete, sign and have notarized the Covenant and Agreement document emailed to them by Recreation and Parks (RAP) staff. Applicants are also required to complete the following:

  • Review/edit pre-filled information, including Addresses, Case #, etc.
  • Attach the property's Legal Description (can be obtained from ZIMAS)
  • Have the Covenant signed and notarized

Once the information is complete, Applicants will be required to physically drop-off the Covenant and Agreement, RAP staff will review and sign the Covenant and Agreement, it will be returned to the Applicant via mail or Applicants can pick it up. Applicants will be required to have the Covenant and Agreement and all necessary attachments recorded with the County Recorder (Applicant responsibility, not City function).

Once the Covenant and Agreement has been recorded, Applicants will be required to mail or drop off the original recorded document to 221 N. Figueroa St., Suite 400, Los Angeles, CA 90012. LA County will also mail the City this document, but this can take many weeks.

Figueroa St., Suite 400, Los Angeles, CA 90012. LA County will also mail the City this document, but this can take many weeks.

Once RAP has the received the recorded document (either the original sent by the County or a certified/confirmed copy from you), a calculation letter (physical drop-off of check required) or an invoice (online payment available) will be generated and you will be required to make payment for the project.

Bureau of Contract Administration BCA Main Office General Questions and Inquiries Project Assistance Meeting

Permittees can review additional information about the various types of inspections and what is required at BCA's Inspection page or schedule their inspection at BCA's Dispatch & Inspection System site. 

Permittees with questions related to BCA's process for providing inspection in the public right-of-way including pre-construction meetings, reference documents, Material Control Inspections, Shop Fabrication Inspections, and permit close-out to aid in obtaining Certificate of Occupancy can schedule an appointment with BCA staff.

Additionally, permittees with general questions related to the actual permit issued by the Bureau of Engineering (A, B, E, S, SD, U) should schedule a meeting with the appropriate BOE District office.
